You can scatter ashes on any private land with permission. To scatter on National Park land you need permission from the Chief Park Ranger. For state trust uplands you need permission from the regional manager. You should scatter ashes on the ground at least 100 yards from any trail, road, building, or waterway. Memorial markers are not allowed and publicity of the scattering is not permitted.
You may scatter in the Columbia River, Pacific Ocean, or any inland water within the 3-mile limit enforced by the EPA. Report such scatterings to the EPA within 30 days.
